About the role
We are looking for a Resident Technical Officer (RTO) to lead site supervision on a coastal development project on an offshore island in Singapore. The role involves overseeing land reclamation, marine construction, and related coastal works while ensuring safety, quality, and regulatory compliance.
Key responsibilities
- Supervise daily site activities, ensuring adherence to specifications, safety standards, and environmental regulations.
- Assist the Resident Engineer in managing progress, quality control, and safety enforcement.
- Monitor project milestones, inspect works, and maintain detailed records of materials, vessel movements, and equipment usage.
- Liaise with contractors, consultants, and authorities to coordinate work plans and secure necessary approvals.
- Review technical submissions, method statements, risk assessments, and variation orders, providing verification and recommendations.
- Conduct safety audits, oversee defect rectifications, and manage final handovers.
- Operate drones and remote‑operated vehicles for site documentation (training provided).
- Support administrative tasks such as report preparation, document control, and progress tracking.
Required profile
- Accredited Resident Technical Officer (RTO) by IES/ACES.
- Minimum 3 years of site supervisory experience, including at least 2 years in land reclamation, marine construction, or coastal development.
- Strong English communication and report‑writing abilities.
- Eligibility to pass internal security clearance by the employer and Singapore government.
Required skills
- Drone operation and remote‑operated vehicle (ROV) handling.
- Proficiency with Microsoft Office and scheduling software.
- Use of IT tools for documentation and reporting.
- Knowledge of marine operations, dredgers, barges, and Maritime and Port Authority (MPA) regulations.
