Resident Technical Officer – C&S Infrastructure

About the role

We are looking for a Resident Technical Officer (C&S Infrastructure) to join Surbana Jurong in Singapore. The role involves overseeing site supervision, ensuring safety compliance and managing construction documentation for civil and structural projects.

Key responsibilities

• Implement and maintain the site supervision quality and safety assurance system.
• Conduct regular site inspections of contractors to verify compliance with health and safety regulations.
• Manage site documentation including meeting minutes, safety records, method statements, shop drawings and as‑built submissions.
• Assist on‑site to ensure works meet regulatory and client requirements.
• Support the consultant’s project manager/SOR in coordinating site activities, verifying contractor progress and claims.
• Collaborate with professional engineers, regulatory authorities and contractors to plan, coordinate, supervise and hand over projects, resolving site issues and ensuring timely completion.

Required profile

• Diploma or degree in Civil & Structural Engineering.
• Valid Resident Technical Officer (RTO) certificate from IES, Singapore.
• 3–5 years of on‑site experience as an RTO on civil engineering projects in Singapore.
• Strong knowledge of authority and client regulations for construction.
