Senior Business Development Manager

About the role

Knovel Engineering is seeking a Senior Business Development Manager to lead revenue growth within Singapore's public sector. You will own the full business development cycle, from opportunity identification to contract award, while mentoring junior team members.

Key responsibilities

• Build and manage a qualified pipeline of opportunities across ministries, statutory boards and government‑linked entities.
• Lead end‑to‑end BD cycles: engagement, proposal, negotiation and contract signing.
• Mentor and review the work of junior BD staff to ensure quality and consistency.
• Develop senior‑level relationships with decision‑makers and ecosystem partners.
• Collaborate with engineering, delivery and marketing to produce technically sound, commercially competitive proposals.
• Monitor government procurement signals, budget cycles and policy priorities.
• Represent Knovel at industry events, government briefings and ecosystem engagements.
• Maintain accurate pipeline records and report forecasts to the department head.

Required profile

• Minimum 4 years of sales experience selling solutions and services to Singapore's public sector.
• Proven track record of closing government contracts, preferably multi‑year or framework agreements.
• Strong strategic thinking and ability to navigate public‑sector procurement processes.
