Senior Counsel, Regulatory

About the role

Mastercard is seeking a Senior Counsel to provide strategic regulatory support across Asia Pacific for its Commercial & New Payment Flows business. The role advises on existing and emerging regulations, enabling commercial pathways while managing risk.

Key responsibilities

• Serve as the primary regulatory adviser for Corporate Solutions, SME and Transfer Solutions in Asia Pacific.
• Translate complex regulatory requirements into actionable advice, outlining conclusions, risks and recommended paths.
• Identify practical regulatory pathways that support responsible innovation and growth.
• Advise on card‑network, payment‑system regulation, interchange, pricing, consumer protection, digital‑asset and stablecoin initiatives.
• Partner with Financial Crimes, Compliance and other control functions on AML/CFT, sanctions, KYC and transaction monitoring obligations.
• Assess licensing, registration and market‑entry requirements; manage regulatory submissions and advocacy with regulators.

Required profile

• Law degree and qualification to practice in at least one relevant jurisdiction.
• Significant experience in payments, financial services, fintech or regulatory law.
• Broad payments‑regulatory experience covering card networks, payment systems, interchange, consumer protection and cross‑border funds movement.
• Experience with digital assets or stablecoins and AML/CFT regulatory obligations.
• Strong judgment, ability to deliver concise business‑friendly advice under time pressure.

Required skills

• Regulatory analysis and advisory for payment systems.
• Knowledge of AML/CFT frameworks and compliance coordination.
• Understanding of licensing, registration and supervisory processes in Asia Pacific.
• Excellent written and oral English communication.
