Senior Manager / Assistant Director, International Collaboration & Strategic Partnerships

About the role

This role sits within the International (INTL) Group, which strengthens Singapore's presence in the global digital economy and builds relationships with countries worldwide to support the development of ASEAN's digital economy. It is based in China after an initial period at IMDA headquarters in Singapore, includes supervisory responsibilities and leads regional China operations. The portfolio covers key cities such as Shanghai, Suzhou and Shenzhen, and supports end-to-end bilateral engagements between Singapore and China at Government-to-Government (G2G) and Business-to-Business (B2B) level.

Key responsibilities

• Monitor and assess China's digital and technology landscape, including policy, regulation, technology and industry trends, and their implications for Singapore
• Understand the technology ecosystems of key Chinese cities and regions and provide insights from regional governments, industry and research institutions to inform IMDA's strategies
• Develop and implement IMDA's engagement strategy with China, including priority areas such as AI, data and digital infrastructure
• Support broader WOG China strategies and positions, coordinating with Singapore agencies and IMDA divisions
• Support senior-level engagements and visits with strategies, briefs, talking points and recommendations
• Build relationships with regional and local government counterparts, technology companies, research institutions and industry organisations
• Identify and drive G2G and B2B collaborations, and support bilateral and regional platforms and workstreams
• Represent IMDA in engagements with Chinese counterparts and coordinate with colleagues covering China at central and regional levels

Required profile

• 10-15 years of relevant experience, preferably in international relations, government, technology, industry development or related fields
• Good understanding of China's digital and technology landscape, or experience working with the Chinese government, industry and other stakeholders
• Overseas or significant China experience is an advantage
• Strong interpersonal and networking skills, able to influence industry, senior management and partner agencies
• Critical thinking, project conceptualisation and stakeholder management abilities
• Able to work independently with limited supervision and in a fast-changing environment
• Excellent written, verbal communication and presentation skills in English and Mandarin
