Senior Manager (Software Lead) - Agile Delivery

About the role

JTC leads visionary developments in key industrial sectors, from Punggol Digital District to Jurong Island and Seletar Aerospace. This Senior Manager (Software Lead) role leads end-to-end delivery of software and digital platform projects, driving Agile software delivery across the project lifecycle and acting as Scrum Master and delivery lead where required.

Key responsibilities

• Own and drive Agile software delivery processes, track sprint goals, velocity, burn-down metrics, dependencies and delivery risks, and remove impediments
• Work with Product Owners and stakeholders to define, refine and prioritise epics, features and user stories
• Translate business requirements into technical deliverables and work packages, and evaluate solution designs with software architects and engineers
• Coordinate internal and external engineering resources, support tender and procurement activities, and oversee project governance, documentation and vendor performance
• Ensure software solutions meet cybersecurity, architecture, operational and organisational requirements
• Foster collaboration between software engineers, infrastructure engineers, cybersecurity specialists, data professionals and business users

Required profile

• Degree in Computer Science, Information Systems, Computer Engineering, Software Engineering or equivalent
• Minimum 7 years of relevant experience in software delivery, digital transformation, product delivery or technology programme management
• Proven track record of leading software projects from concept through delivery and operations
• Ideal candidate does not need to write code, but must understand software architecture and engineering trade-offs and be able to challenge vendor and engineering proposals

Required skills

• Strong understanding of SDLC, Agile and Scrum, including sprint planning, backlog grooming, stand-ups, reviews and retrospectives
• Agile metrics such as velocity, burn-down charts, cycle time and release planning
• Experience managing vendors, system integrators and multidisciplinary teams
• Familiarity with cloud platforms, APIs, enterprise software systems and modern application architectures
• Strong stakeholder management and communication with technical and non-technical audiences
