Senior Software Lead, Public Sector Digital Transformation

About the role

The Senior Software Lead is a key technology leader driving digital transformation across industrial land planning, corporate functions and enterprise systems in a public-sector environment. The role blends business transformation leadership, process modernisation and technical oversight to strengthen governance and deliver mission-critical systems on sovereign cloud infrastructure. It suits someone with strong engineering foundations who understands public-sector constraints and can work closely with planners, policy teams and corporate stakeholders.

Key responsibilities

• Lead digital transformation roadmaps with planning, development and corporate divisions, covering land planning, land allocation, tenancy/lease processes and corporate operations
• Design future-state planning workflows, approvals, compliance processes and enterprise data flows, translating policy and regulatory requirements into system capabilities
• Drive adoption of digital tools that improve planning insights, operational efficiency and data-driven decision-making
• Own end-to-end delivery of enterprise systems on sovereign cloud, including multi-year transformation programs and cross-agency integrations
• Lead Agile or hybrid Agile delivery with transparent reporting to senior leadership, coordinating internal teams, external vendors and government partners
• Provide architectural direction for land planning, geospatial data, estate management, corporate workflows and analytics, ensuring compliance with security, cybersecurity and architecture guidelines
• Evaluate technologies and vendors, guide teams toward modern platforms (CRM/ERP, workflow automation, geospatial systems, data platforms) and lead change management
• Mentor engineering teams and uplift competencies in enterprise systems, automation, cloud and integration

Required profile

• 10+ years in software engineering, enterprise systems delivery or digital transformation roles
• Experience in public-sector, regulated or governance-heavy environments
• Proven track record leading transformation or modernisation programs for planning, corporate or operational systems
• Excellent stakeholder management with policy, planning and senior leadership groups
• Preferred: experience with land planning, geospatial, estate/facilities management or tenancy/lease systems, and familiarity with CRM/ERP platforms, workflow automation and enterprise data platforms
• Preferred: understanding of public-sector procurement, governance and compliance frameworks; Agile, PMP, TOGAF or cloud architecture certifications are advantageous
