Technical Delivery Manager

About the role

We are seeking a Technical Delivery Manager to lead end‑to‑end delivery of banking technology projects across Singapore. The role combines project governance, stakeholder management and deep technical expertise in Java and modern architectures.

Key responsibilities

• Manage end‑to‑end project delivery, including planning, execution, risk management and stakeholder communications.
• Apply banking regulatory, security and compliance knowledge to ensure project adherence.
• Lead Agile/Scrum teams, enforce delivery best practices, conduct code reviews and govern releases.
• Design and develop Java applications (Java 8, 11, 17, 21) using Spring Framework, microservices, RESTful APIs and event‑driven patterns.
• Optimize database interactions with Oracle and MySQL and integrate messaging platforms such as Apache Kafka and RabbitMQ.
• Utilise monitoring tools (Splunk, Grafana, Geneos) and ALM tools (Jira, Confluence, Bitbucket) to track system health and streamline workflows.

Required profile

• Professional certifications such as PMP, Certified Scrum Master (CSM) or SAFe.
• Experience with banking regulatory requirements, security standards and audit controls.
• Proficiency in both English and Chinese (written and verbal) for clear communication across diverse teams.

• Java (8, 11, 17, 21) and core concepts: multithreading, concurrency, JVM tuning, collections, OOP, design patterns.
• Spring Framework, Spring Boot, Spring MVC.
• Microservices architecture, RESTful API design, event‑driven architecture.
