Technical Delivery Manager

About the role

Vinova, a development company founded in 2010 for mobile, web and enterprise applications, is looking for a Technical Delivery Manager to lead large-scale digital transformation projects. The role suits a hands-on leader with a deep technical foundation across the SDLC and strong presales skills, who ensures technical excellence, manages cross-border teams and bridges business requirements with technical execution.

Key responsibilities

• Presales and technical consulting: lead technical responses to RFPs, RFIs and ITQs; create fixed-price WBS and project roadmaps; build staffing plans; help define solution costing, pricing and win themes.
• Technical governance: act as final technical authority on system designs, validate complex infrastructure such as active-active hot-standby topologies and multi-country API gateways, oversee migration of legacy monoliths to microservices, set DevSecOps quality gates and resolve escalated technical issues.
• Project delivery: run projects in Agile/Scrum, Waterfall or hybrid models; maintain risk registers for cloud migrations (Azure GCC 2.0, AWS); manage and mentor teams of 30-50 engineers across locations such as Singapore and Vietnam; act as the main technical contact for C-level executives and government agencies.

Required profile

• Minimum 7 years in the IT industry, with at least 5 years in leadership roles (Delivery Manager, Solution Architect or Senior TPM).
• Proven track record managing projects with a total contract value of $1M-$5M+.
• Familiarity with regulated environment standards such as Singapore Government and IM8 is highly preferred.
• Strong analytical skills for WBS creation and strong English for international client engagement and proposals.
