Vice President of Human Resources – Singapore

About the role

This senior leadership position reports directly to the Chief Executive Officer and is responsible for shaping and executing the human capital strategy of a leading public‑sector organisation in Singapore. The role combines strategic vision with hands‑on execution to build a future‑ready, purpose‑driven workforce.

Key responsibilities

• Lead HR transformation, enhancing systems, processes, analytics and service delivery.
• Drive workforce planning, organisational design and workforce redesign aligned with business needs.
• Improve productivity and operational efficiency through data‑led and digitally enabled HR solutions.
• Strengthen talent pipelines, succession planning, leadership development and critical capabilities.
• Foster an inclusive, purpose‑centric culture and enhance employee engagement, wellbeing and overall experience.
• Provide strategic advice to the CEO and senior leadership on people, organisation and culture matters.
• Build partnerships with government agencies, educational institutions and other stakeholders to support sustainable talent development.

Required profile

• Extensive senior HR leadership experience in the public sector, regulated industry, social‑purpose organisation or similarly complex environment.
• Proven track record of leading HR transformation, workforce planning and organisation‑wide change.
• Experience managing a large, diverse workforce.
• Strong expertise in organisation design, talent management, leadership development, employee engagement and operational effectiveness.
• Ability to translate strategic priorities into measurable people solutions.
• Excellent stakeholder‑management, communication, influencing and change‑leadership skills.
• Passion for purpose‑led work and contributing to society.
