Workplace Safety and Health Officer

About the role

START Centre (NTUitive Pte Ltd) is looking for a Workplace Safety and Health Officer specializing in industry safety implementation. This is an individual contributor role focused on strict EHS compliance, improving EHS culture and supporting EHS management systems, programmes, procedures and processes. The officer works closely with the START management team and the NTU OHS team, with internal stakeholders at laboratories, workshops, offices and pilot sites, and represents START as the site EHS contact for regulators such as NEA, MOM and SCDF.

Key responsibilities

• Ensure strict EHS compliance, improve EHS culture and maintain, manage and update safety management systems and legal frameworks such as the WSH Acts and Regulations, company rules and codes of practice.
• Review and recommend approval or rejection of Permit-To-Work (PTW) systems against contractor risk assessments, safe work procedures and method statements.
• Communicate safety rules, hazards and risk assessments to employees and contractors, and organize safety training and induction for staff, contractors and visitors.
• Oversee safe execution of high-risk activities such as lifting works, confined space works and work-at-height works.
• Ensure compliance with chemical usage, storage and disposal regulations.
• Maintain safety records, reports, submissions and licences, and conduct monthly safety inspections of critical equipment such as firefighting and lifesaving gear.
• Review emergency response procedures, coordinate annual drills, report unsafe conditions and lead incident investigations.
• Conduct internal safety audits in preparation for external audits.

Required profile

• Diploma or above with relevant certifications, for example a Workplace Safety and Health Officer registered with the Ministry of Manpower (MOM).
• At least 2 years of experience in R&D, manufacturing or chemicals; WSHO experience with PUB plants and projects is a plus.
• Familiarity with local HSSE regulations; ISO 14001 and ISO 45001 internal auditor training is preferred.
• Good communication skills, collaboration and initiative, able to work with minimal supervision.

Required skills

• Implementation and monitoring of safety measures under the Workplace Health and Safety Act.
• Proficiency in Microsoft Word, Excel and PowerPoint.
• Competencies such as hazardous substances management, confined space safety assessor, work-at-height manager and lifting supervisor are an added advantage.
