Senior Manager - Blockchain & Digital Assets Lead, Technology Risk

About the role

EY's Blockchain & Digital Assets team sits within the Technology & Cyber Risk Practice for Financial Services in Singapore. It is looking for a Senior Manager to lead and grow the practice as the firm's subject matter leader for blockchain and digital assets, accountable for the quality of technical work, the growth of the client portfolio and the development of specialists. The role is client-facing and reports to the Partner leading Technology & Cyber Risk.

Key responsibilities

• Lead and grow the practice: set the service strategy, own the opportunity pipeline and build a portfolio of exchanges, custodians, fund managers, stablecoin issuers, banks and fintechs.
• Lead proposals and oral presentations, advise C-suite stakeholders and represent EY with regulators and industry bodies.
• Design and review audit procedures over digital asset balances and transactions, including on-chain reconciliation to the general ledger.
• Direct custody and key-management reviews (MPC, HSM, multi-signature, hot/warm/cold wallets) against MAS requirements.
• Oversee token, protocol and smart contract assessments, and regulatory readiness reviews under the Payment Services Act and FSMA 2022.
• Deliver independent assurance reports (SSAE/ISAE 3000, SOC 1 and SOC 2, proof-of-reserves).
• Manage scope, budget, staffing and quality across concurrent engagements.
• Recruit, coach and train a team of blockchain and technology risk specialists.

Required profile

• Deep blockchain and digital asset knowledge, able to assess an unfamiliar protocol from first principles.
• Hands-on understanding of custody technology and operational controls.
• Command of the Singapore regulatory framework (Payment Services Act, FSMA 2022, MAS notices, AML/CFT, Travel Rule, stablecoin framework).
• Familiarity with audit evidence gathering and controls assurance standards (SSAE/ISAE 3000, SOC).
• Confident communicator who can explain technical and regulatory complexity to boards, audit committees and regulators.
• Commercial judgement and a builder's mindset.
