Assistant Manager / Manager, FM Planning & Development

About the role

JTC is looking for an Assistant Manager or Manager for its Planning & Development Department, which is moving from traditional process management to digital-first estate governance. The role leads the review and modernization of procedures, budget planning and cost norms, with a strong focus on digitalization and data-driven decisions. It also covers tendering oversight, KPI monitoring, utility management, quality assurance audits and the design of new FM training programmes.

Key responsibilities

• Lead the transformation of FM procedures into streamlined workflows and identify opportunities to digitize routine checks
• Manage the division's budget planning and develop standardized cost norms for FM services
• Monitor KPIs and utility management across JTC's portfolio, analyzing consumption patterns and performance metrics
• Translate operational data into high-level reports on budget health, utility trends and KPI progress for senior leadership
• Spearhead quality assurance audits and design the next generation of FM training programmes

Required profile

• Background in Real Estate, Facilities or Building Management, or in Technical or Engineering fields such as Mechanical or Electrical engineering, or equivalent
• At least 2 years of relevant working experience
• Team player who is self-driven, able to work independently under pressure and meet tight deadlines
