Chief Resident Architect (CRA-Archi)

About the role

Lead and manage architectural project teams to deliver major construction works such as buildings, tunnels and deep excavations while ensuring compliance with technical, safety and regulatory standards. The role reports to the Superintending Officer and works closely with consultants to achieve project objectives.

Key responsibilities

• Direct and manage project teams to meet objectives set by the Superintending Officer and consultants.
• Apply professional architectural expertise to ensure projects meet the highest technical and safety standards.
• Plan and oversee QSS manpower deployment in line with main contractors’ schedules to optimise resource utilisation.
• Monitor and safeguard the welfare and well‑being of all project personnel throughout the project lifecycle.
• Maintain up‑to‑date knowledge of the Changi Aerodrome Manual, Airside Works Procedures Manual, AOS requirements and WSH Manual to ensure regulatory compliance.

Required profile

• Architectural degree recognised by the Board of Architects and current registration with the Board.
• Minimum 20 years of relevant architectural experience, including at least 15 years managing projects of similar size and complexity.
• Proven experience in major construction works involving buildings, tunnels and deep excavations.
• Currently employed under the contractor for a minimum of 5 years.
• Proficient in administering contracts using Public Service Sector Conditions of Contract (PSSCOC).

Required skills

• Contract administration (PSSCOC).
• Knowledge of the Changi Aerodrome Manual.
• Knowledge of the Airside Works Procedures Manual.
• Knowledge of AOS requirements and WSH Manual.
