Deputy Chief Procurement Officer - Contract

About the role

This Deputy Chief Procurement Officer (Contract) position provides leadership across NEA's procurement categories in Environment and Public Health, ensuring efficient, value-driven procurement while upholding strong governance standards in line with established policies and frameworks.

Key responsibilities

• Lead end-to-end procurement operations across categories and oversee them so they are delivered on time and to a high standard under procurement policies, the Instruction Manual (IM) and regulatory requirements.
• Guide procurement teams on managing risks, complex issues and procurement strategies.
• Drive aggregation and sourcing initiatives to improve efficiency and value for money, and advise on cost optimisation through stakeholder and supplier engagement.
• Act as a strategic procurement partner to procuring divisions on approaches and risks for complex, high-value procurements, and engage upstream to optimise demand forecasts and long-term planning.
• Ensure proper documentation, audit trails and controls, and oversee contract management and supplier relationship management.
• Drive continuous improvement of procurement efficiency and service delivery.

Required profile

• At least 12 years of experience in government procurement.
• In-depth experience managing end-to-end procurement operations, including complex and high-value procurement.
• Proven ability to lead teams and drive operational performance in a procurement environment.

Required skills

• Strong knowledge of the Instruction Manual (IM) and the GeBIZ system.
• Leadership, stakeholder management, analytical and communication skills.
