Deputy/Assistant Director – Medical Tower Planning & Development

About the role

You will lead the technical oversight of the new TTSH Medical Tower, ensuring that the developer, consultants and contractors deliver in full accordance with the approved schedule, specifications and master programme. The role sits at the interface of clinical user requirements, construction delivery and government frameworks, supporting senior hospital management on all built‑environment matters.

Key responsibilities

• Lead and direct the full project lifecycle across design, construction and post‑construction phases, ensuring compliance with the approved Schedule of Accommodation, technical specifications and master timeline.
• Oversee translation of clinical requirements into engineering and architectural solutions, including MEP, structural, medical gas, radiation shielding and infection‑control systems.
• Monitor site progress, identify technical risks and implement mitigation strategies to protect the Medical Tower schedule.
• Manage technical handover, joint inspections and defect‑rectification to ensure the facility is fit for purpose on Day 1.
• Administer contracts under PSSCOC, handling variations, claims and extensions of time.
• Coordinate stakeholder requirements across clinical users, consultants, employer’s agents and contractors.

Required profile

• Degree in Architecture, Civil/Structural, Mechanical or Electrical Engineering, Construction Management or a related built‑environment discipline.
• 18–20 years (Deputy Director) or 12–15 years (Assistant Director) of experience in public‑sector infrastructure or major healthcare facility development, with at least one project delivered from design to practical completion.
• Sound working knowledge of PSSCOC, capital‑grant frameworks, BCA regulations and healthcare infrastructure standards.
• Proven experience in contract administration, including management of variations, claims and extensions of time.
