Development Partner, Grant Policy

About the role

Enterprise Singapore seeks a dynamic (Senior) Development Partner to join its Grant Policy division and drive the development and implementation of EnterpriseSG's grant schemes. The role leads partnership-driven policies and programme management, engaging government and private sector stakeholders to shape programmes that help businesses innovate and succeed globally.

Key responsibilities

• Spearhead management of selected grant schemes and act as the go-to policy advisor for scheme design, implementation and ongoing refinement
• Engage programme users and partners regularly to gather industry feedback and emerging problem statements, and adjust scheme parameters accordingly
• Scope and structure complex projects with grant users so their objectives align with scheme intent
• Oversee the grant evaluation process to ensure it is robust and fair
• Balance impactful outcomes with sound governance, keeping schemes effective and accountable
• Track scheme budget utilisation and cashflow planning, intervening proactively where needed
• Report on scheme utilisation and outcomes to stakeholders including MTI and MOF
• Lead periodic scheme reviews to ensure continued relevance to business needs

Required profile

• At least 2-3 years in a relevant policy or programme management role
• Strong written, communication and stakeholder engagement abilities
• Adaptable, proactive and effective in navigating ambiguity and uncertainty
• A passion for public service, policy work and programme management

Required skills

• Proficiency in MS Office (Excel, PowerPoint, Word, Outlook)
• Prior experience with SQL and Superset is a bonus
