Engineering Program Manager - In-Fab Repair
kla · Singapore
Job description
About the role
KLA, a global leader in electronics for the semiconductor manufacturing ecosystem, is looking for an Engineering Program Manager in Singapore. The role owns the end-to-end program management of KLA's in-fab repair operations, acting as the single accountable owner who brings together Legal, Trade Compliance, Procurement, Supply Chain, Logistics, Sustaining Engineering and Field Operations to deliver timely, compliant and well-documented repair outcomes.
Key responsibilities
- Lead the in-fab repair program end-to-end, covering scope, milestones, risks, dependencies and deliverables across all participating functions.
- Partner with Legal and Trade Compliance so every repair activity meets contractual, export control, customs and regulatory requirements, and own exception handling and escalation.
- Work with Procurement and Strategic Sourcing on supplier engagement, RFQs, purchase orders and contracts for repair BOMs and tooling.
- Coordinate inbound and outbound logistics with Supply Chain and freight partners, including parts movement to and from customer fabs, cross-border shipments, customs clearance and repair return loops (RMA/loaner pools).
- Build, publish and maintain the repair process, including SOPs, RACI, workflow diagrams, decision trees and playbooks, with document control and version governance.
- Own Engineering Change Order (ECO) release management, from initiation and review through approval, release and field rollout.
- Run the operating cadence: steering committee, weekly operations review and issue-resolution forums, with clear owners and dates.
- Maintain a risk register, define and track KPIs (cycle time, first-time-fix, compliance exception rate, logistics lead time, cost per repair) and run post-mortems and root-cause reviews.
- Bridge engineering, field and business stakeholders across HQ, China and Singapore, and report to executives.
Required profile
- Bachelor's or Master's degree in Engineering, Supply Chain, Operations Management, Business or a related discipline.
- 5+ years of program/project management experience in semiconductor capital equipment, high-tech manufacturing or complex engineering operations, ideally at the intersection of engineering and business.
- Demonstrated experience managing cross-functional programs spanning legal, trade compliance, procurement, logistics and engineering.
- Strong working knowledge of export controls, trade compliance and customs processes for semiconductor tool parts and field service.
- Experience defining, documenting and governing enterprise processes (SOPs, RACI, process maps, document control).
- Experience with ECO release management within an engineering change-control framework.
- Fluent written and spoken English; working proficiency in Mandarin strongly preferred.
- Eligible to work in Singapore.
Preferred qualifications
- Prior experience in a semiconductor OEM service/sustaining organization managing in-fab or field repair programs.
- Technical background (engineering degree and/or hands-on experience in semiconductor equipment, electronics or opto-mechanical systems).
