Head of HR

About the role

Lead the full HR function at NTS Singapore, reporting to the Managing Director and acting as the trusted advisor to the Management Team. Drive strategic HR initiatives to support rapid business growth and scale‑up.

Key responsibilities

• Develop and execute strategic workforce planning aligned with business growth targets, including competency mapping and succession planning.
• Own hiring strategy, headcount planning, and manage foreign workforce quotas, work pass applications and compliance with COMPASS and the Fair Consideration Framework.
• Partner with senior management on organisation design, culture, performance management, compensation, benefits and employee relations.
• Maintain government relations with MOM, EDB, WSG, TAFEP and CPF Board, ensuring full compliance with Singapore employment law.
• Lead, develop and strengthen the HR team, overseeing payroll, CPF, benefits and HR data management.

Required profile

• Bachelor's degree in HR, Business Administration or related field; IHRP certification a plus.
• 12+ years of HR experience in Singapore, including 5+ years leading an HR function.
• Background in high‑tech manufacturing, semiconductor or precision engineering.
• Proven experience scaling a workforce in a competitive talent market.
• Excellent communication, stakeholder management and people leadership skills.

Required skills

• Hands‑on expertise in Singapore work pass and quota management.
• Experience with government agencies such as EDB, MOM and WSG.
• HR data management and payroll administration.
