Resident Technical Officer – Civil & Structural (PUB)

About the role

We are looking for a Resident Technical Officer to provide full‑time site supervision for civil and infrastructure works related to PUB projects at Pasir Panjang and Sixth Avenue. The role involves ensuring compliance with PUB requirements, approved drawings and contract standards while coordinating with contractors and consultants.

Key responsibilities

• Supervise excavation, drainage, sewerage, water infrastructure and other civil works on site.
• Inspect and monitor quality, workmanship, materials and construction activities against specifications and contract standards.
• Review method statements, ITPs, RFIs, shop drawings and other technical submissions.
• Identify defects, non‑conformances and oversee rectification works.
• Maintain daily site records, inspection reports and project documentation.
• Ensure site activities comply with WSH requirements and approved safe work procedures.

Required profile

• Minimum 3 years of relevant experience as a Civil Engineer, with at least 2 years supervising similar works.
• RTO qualification accredited by the Commissioner of Building Control and accepted by IES/ACES.
• Experience in PUB, water infrastructure, drainage or sewerage projects is an advantage.
• Strong knowledge of civil construction methods, drawings, specifications, quality control and site inspection procedures.
• Ability to coordinate effectively with contractors, consultants and project stakeholders.
