Senior Executive Engineer, Asset Management (Systems & Planning)

About the role

The Land Transport Authority (LTA) is hiring a Senior/Executive Engineer for its Rail Asset Management (Systems & Planning) function. You will assist management in managing and improving the rail asset management framework and ensuring compliance with relevant standards, especially the ISO 55000 series, with a focus on continuous improvement, audit and certification, competency development, compliance enforcement and cost management.

Key responsibilities

• Review, develop and enhance LTA's rail asset management framework, strategies, plans and processes so they align with organisational and international (ISO 55000) goals.
• Support the achievement and maintenance of ISO 55001:2024 certification, conduct regular internal audits of the asset management system and continuously refine its procedures and processes.
• Review, develop and enhance the asset management competency programme and materials, collaborating with subject matter experts to cover current industry standards and best practices.
• Define and review asset management and maintenance compliance conditions in rail operating licences and contracts, and work with rail operators to enforce them.
• Review rail operator submissions to ensure compliance with licence requirements.
• Establish visibility into lifecycle costs of rail systems and infrastructure, improve cost management and provide lifecycle cost data to stakeholders.

Required profile

• Knowledge of electrical, electronic, mechanical, systems, railway or transport-related engineering.
• Specialisation in engineering management or physical asset management fields such as life cycle management, reliability/quality engineering, or engineering economy/finance is advantageous.
• Strong conceptualisation, analytical and planning abilities.
• Excellent writing, speaking and interpersonal skills, and ability to work as a valued team player.
• Self-motivated, resourceful and able to work independently.
