Senior Manager, Cluster Management & Partnership (Prefrail Program)

About the role

The Health Promotion Board's Outreach team works with healthcare clusters, community partners and local stakeholders to support residents, especially seniors, in staying active, independent and well. It is seeking a Senior Manager to support the planning, implementation and scaling of pre-frail programmes, strengthening community-based preventive health and connecting seniors to suitable lifestyle programmes. The role is a 1-year contract.

Key responsibilities

• Programme management: oversee end-to-end delivery of frailty prevention programmes, plan schedules and resources, and ensure operational readiness and consistency across runs
• Vendor and partner management: manage vendors and delivery partners for quality and compliance, coordinate with community partners (AACs, grassroots, healthcare clusters) and recruit participants, and strengthen partnerships to reach inactive and at-risk seniors
• Risk, safety and quality assurance: implement safety protocols for higher-risk participants, conduct audits against operational and clinical safety guidelines, and manage incident reporting and escalation
• Customer experience: oversee participant feedback and customer care, and resolve operational challenges and service gaps promptly
• Scaling and improvement: support expansion of sessions and new rollouts, use data and ground insights to improve design and delivery, and shift from reactive troubleshooting to proactive planning
