Senior Manager, Total Rewards, Org Design & Job Evaluation

About the role

The Human Resources Branch is seeking an experienced, analytical professional to join its HR team as Senior Manager covering Total Rewards, Organization Design and Job Evaluation. As a specialized individual contributor, the role turns strategic organizational transformation plans into sustainable structural, role and reward models, keeping job grades and salary frameworks competitive, equitable and aligned with future capability needs.

Key responsibilities

• Compensation and benefits alignment: evaluate job sizes, salary structures and reward implications for redesigned roles so packages stay competitive and equitable within public service guidelines.
• Organization structure review: lead reviews of divisional structures, spans of control and layers of accountability so they are lean and fit expanding operational domains.
• Job redesign and position evaluation: work with business units to map workflows and redesign jobs affected by technology and AI, turn them into job evaluation evidence and clear career progression pathways.
• Total rewards communication: develop and run communication strategies explaining the total rewards philosophy, benefits frameworks and job-grading systems, and engage staff and divisional heads on grading pathways, salary structures and benefit adjustments.

Required profile

• Strong track record in compensation and benefits, job evaluation or organization structure design.
• Self-directed individual contributor able to work independently and manage complex analytical projects end to end.
• Excellent stakeholder engagement and communication skills, able to persuade staff and senior leadership on total rewards proposals.

Required skills

• Numeracy, quantitative analysis and data analytics, including salary datasets, cost norms and financial models.
• Data analysis and visualization tools such as advanced Excel, Power BI, Tableau or equivalent business intelligence platforms.
