Senior/Manager, Programme Development and Design (1 Year Contract)

About the role

The Health Promotion Board's Healthy Ageing Programme Department is looking for a Senior/Manager, Programme Development and Design on a 1-year contract. The department helps seniors aged 60 and over improve and maintain their functional ability through healthy lifestyle practices, and works with Active Ageing Centres, Regional Health Systems and government agencies to implement the Active Ageing Programme strategy.

Key responsibilities

• Lead the creation of new physical activity programmes addressing gaps in seniors' health, especially falls prevention, and develop accessible entry-level programmes for inactive seniors.
• Work with clinical experts and healthcare clusters to create new programmes in National Frailty Strategy gap areas, including protocols, implementation guidelines and screening tools for at-risk seniors.
• Adapt and integrate training content to align with national standards and guidelines.
• Establish safety protocols and run pilot studies to validate programme effectiveness, designing measurement tools to track participant progress and programme impact.
• Ensure programmes meet clinical excellence standards while remaining practical and scalable across diverse community settings.

Required profile

• At least 3 years of experience in programme development or design.
• Experience in healthcare, training or research institutions, or public health agencies is preferred.
• Bachelor's degree in a public health-related domain; relevant certifications in programme design/development or programme evaluation are preferred.
• Able to execute health programme development, pilot study implementation and safety protocol establishment.
• Strong analytical capability, able to design measurement tools and translate research into practical community programmes.
• Self-directed and comfortable working across multi-disciplinary clinical and community environments in fast-moving situations.
