Assistant Director / Senior Assistant Director – Legal

About the role

The Civil Aviation Authority of Singapore (CAAS) is seeking an Assistant Director or Senior Assistant Director to join its Legal Division. In this senior position you will provide comprehensive in‑house legal services that support CAAS’s statutory functions and strategic objectives across aviation safety, economic regulation, airport development and international aviation cooperation.

Key responsibilities

• Advise on the development, implementation and amendment of legislation and regulatory frameworks relevant to CAAS.
• Provide legal counsel to internal stakeholders on operational, policy and regulatory matters.
• Draft, review and negotiate procurement agreements, commercial contracts and other legal documents.
• Handle land and property issues, including leases and conveyancing for airport and infrastructure projects.
• Support regulatory enforcement, investigations and prosecution proceedings.
• Advise on international and cross‑border aviation agreements and regulatory coordination.
• Offer guidance on risk management, insurance and governance matters.

Required profile

• Qualified lawyer under the Legal Profession Act 1966.
• 8–12 years of relevant legal experience in private practice, in‑house, or the public sector.
• Strong analytical, research and drafting abilities with a track record of delivering clear legal advice.
• Excellent communication and interpersonal skills for collaboration with senior stakeholders.
• Ability to manage a diverse portfolio of legal matters in a fast‑paced environment.
