Assistant Manager / Manager (Market Entry Policy)

About the role

IMDA's Policy and Regulatory Division (PRCD) develops policies and frameworks that support the deployment of digital infrastructure, encourage innovation and grow Singapore's digital economy. The Assistant Manager / Manager (Market Entry Policy) will assess and analyse IMDA's regulated markets (telecommunications, digital infrastructure and postal services) in relation to licensing and related policy matters.

Key responsibilities

• Develop and review licensing policy and regulatory frameworks for the telecommunications, digital infrastructure and postal sectors, in line with IMDA's strategic objectives, WOG perspectives and consumer and industry interests.
• Evaluate licence applications from data centre operators and cloud service providers against the digital infrastructure strategy, working with other IMDA teams and government agencies on economic, security, resilience and sustainability issues.
• Implement licensing policy and regulatory frameworks efficiently, ensuring conditions imposed on licensees are effective, pragmatic and reasonably achievable.
• Handle industry queries on licensing-related matters.

Required profile

• Background in Economics, Public Policy, Business Administration, Engineering or a related discipline.
• At least 2 years of work experience in the telecommunications, postal, data centre and/or cloud computing sectors or related fields.
• Strong analytical skills, ability to integrate diverse information and to balance strategic goals with practical implementation.
• Excellent written and verbal communication, including presentation skills.
• Proactive, resourceful and result-oriented, able to work independently and in cross-team projects.
