Deputy Director, Humanitarian & Disaster Coordination

About the role
The Deputy Director will provide strategic leadership for the Regional Humanitarian Assistance and Disaster Relief (HADR) Coordination Centre, positioning it as a Centre of Excellence. This senior role drives operational support for defence‑related HADR missions, research, knowledge development, and civil‑military partnership building across government and regional stakeholders.
Key responsibilities
- Guide knowledge curation and research on HADR operations.
- Oversee MINDEF/SAF interests through targeted research topic selection.
- Expand and strengthen the RHCC civil‑military network via focused engagements.
- Secure partnerships with key civilian and academic stakeholders.
- Compile past engagements and existing collaboration mechanisms.
- Develop talking points aligned with MINDEF/SAF priorities.
- Work with Policy and Legal Offices to formalise collaborations, including MoU sign‑offs.
Required profile
- At least 15 years of experience in humanitarian work, non‑traditional security, or international relations.
- Education in any field; relevant qualifications preferred.
- Established networks with humanitarian agencies and academia.
- Strong command of written and spoken English; second language a plus.
- Interest in Singapore’s political, defence, and security developments.
- Cultural sensitivity and professional demeanor when engaging with diverse stakeholders.
