Deputy/Assistant Manager, Policy (Private Transport)

About the role

The Land Transport Authority (LTA) is recruiting a Deputy/Assistant Manager, Policy for its Private Transport Policy Team. The team develops and reviews policies shaping how Singaporeans own and use vehicles, covering the Certificate of Entitlement (COE) system, vehicle taxes, road charging and other transport demand management measures. It also explores how technology, data and innovative policy tools can optimise road space, improve mobility and encourage sustainable travel.

Key responsibilities

• Develop and review policies on vehicle ownership and usage, and evaluate policy options
• Conduct quantitative and policy analyses of travel patterns and emerging transport challenges
• Design and assess policy interventions using digital technologies, data and behavioural insights to promote sustainable travel and better use of road space
• Monitor transport, technology and mobility service developments, assess their implications for long-term transport objectives and develop recommendations and implementation strategies
• Prepare policy papers, management submissions and briefing materials for senior management, the Ministry of Transport and the Government
• Collaborate with government agencies, industry partners, academia and the community, and support or lead strategic studies and cross-functional projects

Required profile

• Knowledge in any discipline
• Strong interest in public policy, urban mobility and transport issues
• Able to work independently, manage multiple workstreams and collaborate with stakeholders
• Candidates with more relevant experience may be considered for senior positions

Required skills

• Strong analytical and problem-solving skills, including working with quantitative evidence and data
• Good writing, communication and presentation skills
• Familiarity with data analytics, statistical analysis or quantitative modelling tools (e.g. Excel, Python, R, Stata, Power BI or Tableau) is an advantage
