Director, Finance

About the role

The Agency for Science, Technology and Research (A*STAR) is seeking a senior public finance leader to oversee its statutory board operations and research development fund budgets. Reporting to the Chief Financial Officer, the Director will ensure robust financial governance, compliance with Whole‑of‑Government frameworks, and reliable reporting to the Ministry and senior management.

Key responsibilities

• Oversee A*STAR Statutory Board finance operations, applying consistent financial policies and controls.
• Steward the Research Development Fund budgets, managing planning, utilisation, liquidity and compliance with MTI/MOF requirements.
• Report cash budgets, awarded/committed budgets, retained earnings, and multi‑year block budgets to senior management, audit committees, the Board and the Ministry.
• Lead engagement with internal and external auditors, including the Auditor-General’s Office, and drive timely closure of audit findings.

Required profile

• Degree in Finance or Accountancy with a professional accounting qualification.
• Minimum 10 years of senior leadership experience in public sector finance, including budget returns, execution and financial reporting.
• Strong understanding of Whole‑of‑Government financial governance frameworks, MOF budget requirements and public accounting standards.
• Proven ability to engage and influence senior stakeholders across ministries, boards and central agencies.
• Capability to thrive in high‑stakes environments, driving strategic initiatives independently while collaborating across stakeholders.
