Director, Forensics Centre of Expertise (Applied Science R&D)

About the role

The Forensics Centre of Expertise (CoE) within HTX is tasked with advancing Singapore’s public safety through cutting‑edge forensic science. As Director you will provide visionary leadership for applied research and development across biology, chemistry, physics, engineering, scene forensics and emerging digital and AI domains, ensuring the CoE remains at the forefront of investigative capability.

Key responsibilities

• Define and execute long‑term R&D strategy aligned with national security and public safety priorities.
• Translate emerging scientific and technological advances into operational forensic capabilities for investigations, intelligence and enforcement.
• Integrate traditional forensic disciplines with digital, computational, modelling and AI‑enabled tools while maintaining rigorous governance and quality standards.
• Build and sustain strategic partnerships with government agencies, industry partners, academia and research institutions.
• Advise senior leadership on technology trends, capability gaps and policy implications.
• Oversee resource planning, budgeting, risk management and performance measurement for the CoE.
• Champion an innovation culture that promotes collaboration, continuous learning and technical depth.

Required profile

• Proven senior leadership experience in forensic science, applied research or related R&D environments.
• Strong understanding of both traditional forensic methods and modern digital/AI technologies.
• Demonstrated ability to align scientific initiatives with operational needs and public safety objectives.
• Excellent stakeholder management skills with a track record of successful multi‑sector collaborations.
• High integrity and commitment to scientific rigor and public trust.

Required skills

• Expertise in forensic biology, chemistry, physics or related scientific disciplines.
• Knowledge of digital forensics, computational modelling and artificial intelligence applications.
• Strategic planning and programme management capabilities.
• Experience in governance, quality assurance and risk management for scientific programmes.
