Manager / Assistant Director (Strategic Planning)

About the role

SFA's mission is to ensure and secure a supply of safe food for Singapore. Its Strategic and Corporate Planning Division develops the enterprise strategy and cascades it across the organisation, ensuring optimal resourcing and effective execution. The Strategic Planning Department reviews and develops enterprise-wide strategies through research, analysis and stakeholder consultation, and shares best practices and runs training programmes. The post holder plays a key role in reviewing, developing and advancing strategies across the food supply ecosystem.

Key responsibilities

• Develop and review strategies by drawing on best practices across business, public policy, science and other domains, anticipating domestic and international food security trends, and balancing trade-offs.
• Recommend strategic options and approaches to senior management and Ministry stakeholders (e.g. Minister, Cabinet) to support decision-making.
• Facilitate training and consultancy programmes and share best practices to strengthen strategy development across SFA.
• Oversee legislative amendments and enactments on food security, balancing stakeholder needs and priorities.
• Build strategic relationships with key stakeholders to gain buy-in for SFA's strategies and create new collaboration opportunities.

Required profile

• Relevant work experience in strategic planning and development in the government sector preferred.
• Self-motivated, with strong conceptual, writing and communication skills.
• Able to build rapport with stakeholders, senior management and colleagues at all levels.
• Demonstrates proactivity, empathy, teamwork and excellence; meticulous and able to work in a fast-paced environment.

Required skills

• Preferred: qualifications or skills in science (e.g. scientific basis of risk assessments), economics (e.g. incentive structures and behavioural insights) and finance/statistics (e.g. commercial viability and cost-benefit analysis).
