Manager, Human Resources and Organisation Development (Talent Performance & Rewards)

About the role

The Singapore Economic Development Board (EDB), a government agency under the Ministry of Energy, Trade and Industry, is recruiting a Manager for its Human Resources and Organisation Development (HROD) function, specifically the Talent Performance & Rewards (TPR) team. The TPR team designs and runs HR policies, total compensation packages including staff benefits, performance management structures and payroll operations.

Key responsibilities

• Recommend and evaluate changes to compensation and benefits policies and programmes for local and overseas staff, reviewing them regularly for relevance and competitiveness
• Design and manage the implementation of policy and programme changes across conduct, compensation and staff benefits, taking account of wider public service changes where relevant
• Review and implement the employment terms and benefits of HQ-based and overseas employees
• Partner with EDB management, line managers, key partners and stakeholders such as Finance and ITS on performance and rewards matters, including advising on manpower expenditure and budgeting
• Communicate policy changes and new initiatives to employees
• Build expertise in EDB's corporate HR systems, keeping HR records accurate and managing system enhancements and upgrades
• Support other HROD duties as needed

Required profile

• At least 3 to 4 years' experience in HR policy and compensation/benefits development and implementation
• Able to carry out qualitative and quantitative analysis and turn problem statements into sound solutions
• Excellent communication and interpersonal skills, with a balance of empathy and objectivity
• Ability to manage multiple, potentially concurrent workstreams in an organised way
• Meticulous and adept at compensation-related computation
• Team player
• Singaporean citizenship

Required skills

• Advantageous: understanding of compensation structures or benefits schemes, or prior public service experience
• Advantageous: experience using Workday and Erideon HR functions
