Manager / Senior Manager, Industry Manpower Development

About the role

The Singapore Economic Development Board (EDB), a government agency under the Ministry of Energy, Trade and Industry, is recruiting a Manager or Senior Manager for its Industry Manpower Development division. The division works to build a globally competitive workforce through national manpower policy, education and capability development, and collaboration with industry groups, government agencies and companies.

Key responsibilities

• Develop and review new and existing human capital products, such as training grants for Singaporeans and foreign work pass schemes, covering product development, communications and implementation
• Partner with, advise and co-develop industry and firm-level solutions with EDB's industry divisions on talent and capability development
• Work with other government agencies and tertiary education institutions on human capital policies and initiatives
• Analyse workforce data and industry trends to inform policy development and enhancement
• Work across multiple project teams within the division, gaining exposure to different industries and policy options

Required profile

• Degree in any discipline with at least four years of relevant work experience
• Preferred: exposure to consulting, public policy, capability development, or corporate/regional HR
• Familiarity with education, training and human capital development is advantageous
• Singapore citizen

• Excellent written and spoken communication, including engagement and management of internal and external stakeholders at all levels
• Ability to deliver outcomes independently and efficiently
