Manager/Senior Manager (Maritime Manpower) - 2-Year Contract

About the role

The Maritime and Port Authority of Singapore (MPA) is developing Singapore as a global hub port and leading international maritime centre. Its Human Capital Development and Industry Workforce Planning teams, within the Innovation, Technology & Talent Development Division, oversee manpower development strategies for the maritime industry, monitor industry and workforce trends and use data-driven, high-touch approaches to attract and retain talent. This 2-year contract role helps shape policies and strategies that build a pipeline of future-ready manpower, improve workforce diversity and strengthen the Singaporean core.

Key responsibilities

• Keep informed on Singapore's national manpower policies and their relevance to the maritime industry
• Analyse the maritime manpower landscape and share findings with management
• Track maritime education and training trends locally and overseas and report them to management
• Lead the formulation, implementation and review of initiatives that advance maritime manpower development
• Work with ITE, polytechnics and universities so that education programmes match industry needs
• Run programmes with internal and external partners to raise awareness of the maritime industry and its career opportunities
• Engage with international shipping companies, industry associations and government organisations on manpower programmes

Required profile

• Excellent written and oral communication and presentation skills
• Good problem-solving, time management and resourcefulness
• Able to take initiative and work independently and in a team
• Minimum 5 years of experience managing manpower-related programmes is an advantage
