Project Manager – HDB Projects

About the role

We are seeking an experienced Project Manager to lead HDB construction projects across Singapore. The role involves overseeing all phases from design to hand‑over, ensuring projects are delivered on time, within budget and to the highest quality standards.

Key responsibilities

• Manage overall project delivery, ensuring completion on or ahead of schedule while meeting client expectations.
• Plan, allocate and monitor resources to meet budget, programme, quality and regulatory requirements.
• Lead and coordinate specialist functions such as design, engineering, procurement and construction, integrating multiple disciplines.
• Monitor project progress against approved plans, contractual requirements and key milestones, implementing corrective actions as needed.
• Engage stakeholders, maintaining effective relationships with clients, subcontractors and authorities.
• Oversee financial management including contracts, cost forecasting, revenue tracking and profitability optimisation.
• Ensure compliance with building codes, statutory requirements and safety, health and environmental standards.
• Supervise workforce and subcontractors, fostering a high‑performance team.
• Coordinate submissions to authorities and clients for all construction‑related documentation and approvals.

Required profile

• Minimum 10 years of engineering experience with proven HDB project delivery.
• Bachelor’s degree in Civil Engineering recognised by the Professional Engineers Board (PEB) or equivalent qualification.
• Strong leadership and stakeholder management abilities.
• Demonstrated financial acumen in contract and cost management.
• Ability to work collaboratively with headquarters and site teams.
