Resident Technical Officer (C&S RTO) – Changi

About the role

The Resident Technical Officer (C&S RTO) will oversee construction activities at the Changi site, ensuring safety, quality, and compliance with engineering standards. This full‑time position reports to senior project management and works closely with contractors, consultants, and authorities.

Key responsibilities

• Monitor work progress, site safety, and quality control, maintaining accurate documentation and reports.
• Verify materials, inspect works, and raise discrepancies to the supervising team.
• Coordinate with contractors, consultants, authorities, and stakeholders to resolve site issues.
• Attend site meetings and keep records of progress, inspections, and variations.
• Assist in reviewing method statements and ensure proper site execution.
• Ensure works comply with environmental, health, and safety regulations.
• Prepare site instructions, defect lists, and submission forms.

Required profile

• Diploma or Degree in Civil/Structural Engineering.
• Registered Resident Technical Officer (RTO) with at least 3 years of relevant experience.
• Experience supervising major construction works, especially deep excavation projects.

• Strong knowledge of civil and structural engineering principles.
