About the role

The Resident Technical Officer (RTO) will oversee construction activities on site, ensuring that all works comply with approved drawings, specifications, and regulatory requirements. This role involves daily inspections, coordination with consultants and contractors, and proactive management of safety and quality standards.

Key responsibilities

  • Supervise and inspect site works to verify compliance with drawings, specifications, and authority requirements.
  • Monitor construction progress, enforce quality standards and safety regulations.
  • Conduct daily site inspections and maintain detailed records, including reports, photographs, and correspondence.
  • Liaise with consultants, contractors, and authorities to coordinate construction activities.
  • Identify, report, and ensure timely rectification of non‑conformances, defects, and safety risks.
  • Participate in site meetings, technical discussions, and inspections with stakeholders.
  • Ensure civil and structural works meet BCA, LTA, PUB, NEA, and other regulatory requirements.
  • Assist in reviewing construction drawings, method statements, and work procedures.
  • Support project engineers and managers on technical and coordination matters.

Required profile

  • Diploma in Civil Engineering or equivalent from a recognised institution.
  • Registered with IES/ACES as a Resident Technical Officer (RTO).
  • Minimum 3 years of civil and structural experience on building or infrastructure projects in Singapore (LTA experience preferred).
  • Familiarity with local codes, regulations, and authority submission procedures.
  • Strong knowledge of construction sequencing and site safety requirements.
  • Meticulous, independent, proactive with strong problem‑solving abilities.
  • Ability to work 5.5 days per week and attend site matters as required.

Required skills

  • Construction inspection and compliance verification.
  • Preparation of site inspection reports and technical documentation.
  • Knowledge of BCA, LTA, PUB, NEA regulatory standards.
  • Understanding of construction sequencing and site safety protocols.
