Deputy Director, Land Resource Management

About the role

JTC is looking for a Deputy Director to plan, source and manage its land stock so that there is enough industrial land to support JTC's short, medium and long-term development needs and Singapore's economic growth. The role covers land use policy, land planning, geospatial analysis and close collaboration with internal teams and external agencies.

Key responsibilities

• Review existing land use policies and recommend new ones that support industrial restructuring or intensify land use while safeguarding resources for the future.
• Manage the JTC land stock: monitor land supply and adjust it to demand through long-term and master plan reviews, buy land and do lease top-ups, right-size companies to land constraints such as water catchments and nuisance buffers, put vacant land to interim use and formulate and track a land recycling plan including island-wide land expiry reviews and sites for En-Bloc Redevelopment and Selective Buy Back.
• Carry out or supervise geospatial analyses and develop or enhance GIS tools to guide land planning strategies and policies.
• Work with engineering and project management colleagues to make sure land is ready in time, with cluster officers, architects and planners on master plans, and with policy and research officers for iGLS and TOL launches.
• Collaborate with other agencies on rezoning cases and land use policies, and regularly review work processes to improve productivity.
• Support staff development, understanding their aspirations and helping them progress in their careers.

Required profile

• Degree in Economics, Business, Real Estate, Geography or another field related to the built environment.
• At least 5 years of experience leading a team.
• Training in geospatial analytics is an advantage.
