Deputy Manager / Manager, Technology, Ops Policy and Strategy

About the role

The Land Transport Authority (LTA) is recruiting a Deputy Manager / Manager for its Technology, Operations Policy and Strategy function. The role shapes national-level operational policies on road asset maintenance, traffic management, enforcement and compliance, and works with stakeholders across the organisation to keep Singapore moving safely and efficiently.

Key responsibilities

• Develop, review and implement policies for road asset maintenance, traffic management, enforcement and compliance.
• Assess emerging operational challenges and recommend practical interventions that balance operational effectiveness, public needs and organisational objectives.
• Review frameworks and processes to keep them relevant, effective and future-ready.
• Use technology, data, new operating models and global best practices to improve policy effectiveness, operational efficiency and service delivery.
• Drive strategic and transformation initiatives that strengthen LTA's road operations capabilities.
• Partner with stakeholders across divisions to align policies, processes and operational priorities.
• Engage senior management, secure buy-in and represent the division in cross-functional workgroups and forums.

Required profile

• Knowledge in any discipline with at least 2 years of working experience.
• Relevant experience in policy, strategy, operations, programme management or a related field is a bonus.
• Curious, analytical and motivated, able to turn complex issues into practical solutions.
• Ability to work independently and collaboratively, with a growth mindset and interest in innovation and technology.

• Strong analytical and problem-solving skills, with sound judgement and the ability to develop practical, evidence-based recommendations.
• Excellent writing, presentation, communication and stakeholder engagement skills.
