Manager/Senior Manager (Maritime Manpower) - 2-Year Contract

About the role

The Maritime and Port Authority of Singapore (MPA) is developing Singapore as a global hub port and leading international maritime centre. Its Human Capital Development and Industry Workforce Planning teams, within the Innovation, Technology & Talent Development Division, oversee manpower development strategies for the maritime industry, monitoring trends and analysing workforce data to attract and retain talent and prepare workers for emerging jobs in a digital, innovative and decarbonising industry. This is a 2-year contract position.

Key responsibilities

• Help formulate policies and strategies that build a pipeline of future-ready manpower and enable maritime companies to access high-quality global professionals while improving workforce diversity and strengthening a Singaporean core.
• Work with local higher education institutions and training providers to develop a diverse, quality education and training landscape.
• Engage with international shipping companies, industry associations and other government organisations on manpower programmes.
• Stay informed on national manpower policies and their implications for the maritime industry, and provide analysis and briefings to management.
• Track maritime education and training trends locally and overseas and report them to management.
• Lead the formulation, implementation and review of initiatives that advance maritime manpower development.
• Work with ITE, polytechnics and universities so that education programmes match industry needs, and run awareness programmes about the industry and its career opportunities.

Required profile

• Excellent written and oral communication and presentation skills, and strong problem-solving ability.
• Able to structure issues, ideas and solutions clearly and concisely.
• Resourceful, analytical and meticulous, with good time management.
• Able to take initiative, work independently and in a team.
• At least 5 years of experience managing manpower-related programmes is an advantage.
