Senior ICT&SS Procurement Specialist (2 Year Contract)

About the role

Assurity Trusted Solutions (ATS), a wholly owned subsidiary of the Government Technology Agency (GovTech), is hiring a Senior ICT&SS Procurement Specialist for a 2-year direct contract in Singapore. This is not a traditional back-office procurement role: you will work directly with the teams building and securing the nation's digital infrastructure, with a focus on the cybersecurity portfolio, and manage the full procurement process for technology projects so that services and solutions are acquired in a timely and compliant way.

Key responsibilities

• Serve as a dedicated Procurement Partner to your assigned clusters, managing the end-to-end procurement lifecycle for government technology programs.
• Provide timely procurement advice and guidance to technical and business stakeholders on the acquisition process.
• Manage the procurement and contract lifecycle for a portfolio of complex, in-flight projects, ensuring continuity of support and milestone delivery.
• Develop and execute data-driven procurement strategies using market intelligence and supply-chain insights to justify sourcing decisions.
• Lead the tender and evaluation process in line with Government policies, collaborating with users to define requirements and ensure a fair, transparent evaluation.
• Manage supplier relationships and performance, ensuring accountability to contractual obligations.
• Act as the main point of contact for procurement matters, communicating with internal and external stakeholders.

Required profile

• Experience in public sector procurement is advantageous; specific experience procuring technology or other complex services is highly regarded.
• Strong stakeholder management and communication skills, able to work with both technical and business teams.
• Good analytical and problem-solving skills, with the ability to manage processes and timelines.
• A proactive, ownership-driven mindset, able to work independently in a fast-paced environment.
• Genuine interest in technology and its application for the public good.
