Manager / Senior Manager, Business Environment (Incentive Policies and Systems)

About the role

The Singapore Economic Development Board (EDB), a government agency under the Ministry of Trade and Industry, is recruiting a Manager or Senior Manager for its Business Environment (BE) Division. The BE Division helps plan and execute policies that strengthen Singapore's position as a global centre for business, innovation and talent, and works with the business community, government agencies and internal divisions on incentives, policy governance, competitiveness monitoring, business process re-engineering and systems development.

Key responsibilities

• Incentive development and administration: review, enhance and manage a suite of incentives to ensure governance and competitiveness, and advise stakeholders and help co-design incentive approaches for their projects
• Policy governance and competitiveness monitoring: oversee budget allocations for economic development initiatives, follow international developments affecting Singapore's competitiveness (such as investment and trade incentives), assess their relevance and recommend responses to management and ministry stakeholders
• Business process re-engineering and IT systems development: drive improvements to incentive-related processes, recommend solutions to streamline them, and work with IT, Finance and business users to implement them

Required profile

• Singapore citizen, with at least 6 years of working experience, preferably in the areas mentioned above (other experience may be considered)
• Degree in any discipline
• Keen interest in current affairs, especially global developments on tax and trade issues
• Driven, self-motivated, positive attitude, excellent work ethic and team player
• Ability to engage and work with multiple stakeholders

Required skills

• Policy design and system thinking, with strong analytical thinking for complex problems
• Project management and leadership skills, including leading cross-functional teams and multiple workstreams
• Excellent written and communication skills
